The 4see framework is a new approach to analysing and integrating a country’s full economic and employment statistics, including travel, energy and balance of payments. The 4see model can be used for creating future scenarios using the evidence-base of historical data combined with new investment options.

An example scenario might be the introduction of CCS (carbon-capture and sequestration) for transition to carbon-free grid electricity. The 4see scenario for this example would include all investment costs of CCS as well as the time taken to the build the plant. The scenario would also include competing investment needs by all other parts of the economy and the total ongoing demand for energy, thus showing whether economic growth is feasible and how total carbon emissions might evolve.
